Finding the best gambling site can be like trying to find a single sunflower in the middle of a corn field. That’s why we created the B.E.S.T. rating system to objectively rate and compare gambling sites based on the most important factors. Here are some of the criteria we consider when looking for the best online casino for Kansas residents.

  • Bonuses – The value of gambling site bonuses depends on your preferences and bankroll. We rate sites based on the variety of bonuses they offer, including different bonuses for both sports bettors and casino players, or additional bonuses for crypto users. We also consider their rollover requirements and the match percentages they offer to ensure those bonuses are reasonable for both low and high-stakes gamblers.
  • Entertainment – Entertainment features are different for various types of gambling sites, so we use different criteria to reflect those options. Kansas online casinos should offer a variety of games, including live dealer, table games, video poker and slots. We rate sportsbook sites based on features like props builders, live-streaming, and enhanced odds.
  • Safety and Security – Safety is the most heavily weighted category in the B.E.S.T. system because we know how important it is. We rate gambling sites based on several safety factors, such as licensing, privacy policy, and TSL encryption protocols.
  • Transactions – Getting your money to and from your gambling site account should be easy, convenient, and efficient. That is why we consider the variety of banking options, processing times, fees, and transaction limits when rating the transactions on Kansas gambling sites.

Kansas launched state-regulated online sportsbooks on September 1st, 2022. Residents can also enjoy fantasy sports betting (including daily fantasy sports), and online wagering on horse and dog races. Offshore online casinos are available in Kansas, but the state has not launched state-regulated casino sites. Land-based gambling in Kansas includes tribal and commercial casinos, brick-and-mortar sportsbooks, and a state lottery.

Kansas Sports Betting Law

Governor Laura Kelly signed Senate Bill 84 into law in May 2022, but the Kansas sports betting bill did not take effect until July 1st of the same year. This bill regulates both in-person and online sports betting in Kansas. The Kansas Racing and Gaming Commission is the official regulator for sportsbooks, but the Kansas Lottery is responsible for handling day-to-day regulatory matters.

Thanks to SB 84, Kansas residents can enjoy in-person sports betting at one of the state’s four commercial casinos. The bill included a provision for tribal casinos to offer sports betting as well, but that provision required additional negotiations between the state and tribal leaders. The tribal-state gambling compacts were updated to include sports betting in May 2023.

Each casino is also legally allowed to operate up to three online sportsbook skins, and may also apply for a 4th skin if it is partnered with a specific professional sports team. This law allows bettors to bet on college and professional sports, motor sports, and additional special events that are authorized by the state.

The sports betting law in Kansas does not include any language that refers to offshore sports betting sites. So, Kansas residents are free to use offshore sportsbooks if the state-regulated sites don’t have the wagers and bonuses you are looking for.

Laws Governing Casinos in Kansas

Kansas has four commercial casinos and six tribal casinos. Those casinos are allowed to offer online sports betting, but Kansas has not launched a state-regulated program for online casino players. So, if you are looking to play casino games online, an offshore casino is your best option.

There are four tribes that are authorized to operate land-based tribal casinos in Kansas, thanks to compacts they finalized with the state in 1995. These compacts authorize the tribes to offer Class III gaming. While the original Kansas tribal gaming compacts did not have an expiration, the state has renegotiated some terms of the agreements on occasion. The authorized tribes are:

  • Iowa Tribe of Kansas and Nebraska
  • Kickapoo Tribe of Kansas and Nebraska
  • Prairie Band Potawatomi Nation
  • Sac and Fox Nation of Missouri in Kansas and Nebraska

More than ten years after Kansas opened its tribal casinos, the state approved an additional gambling expansion in 2007. Senate Bill 66 amended the Kansas Lottery Act to allow the lottery program to oversee up to four commercial casinos. The bill was introduced during the 2006 legislative session, but it didn’t get signed into law until April 12, 2007. SB 66 also authorized electronic gaming machines at three Kansas racetracks, but it wasn’t enough to save the state’s live racing tracks. The last track closed due to financial strain in 2008.

Land-Based Gambling Options in Kansas

land-based-options

Kansas has a fair amount of brick-and-mortar gambling options, but most of them are located in cities on the eastern side of the state. Residents who live west of Topeka have significantly fewer options for casinos or sportsbooks. However, bingo halls and the lottery are available in dozens of locations throughout the state.

Kansas Casinos and Sportsbooks

Kansas has ten casinos; four that are operated by the lottery, and six tribal casinos. Those casinos are the only facilities in the state that are also allowed to offer sports betting. Fun fact: due to some very strategic planning, half of the casinos in Kansas have an address of 777 on their respective streets.

Most of the casinos in Kansas are on the outskirts of major cities. For example, there are no casinos in Wichita, but Kansas Star Casino and Cross Winds Casino are both less than an hour outside the city. There are two casinos within the city limits of Kansas City, as well three more locations that are less than an hour and a half away.

Here is an overview of the ten land-based casinos in Kansas and what they offer.

Kansas Gambling Timeline

The tribal-state gaming compact between Kansas and the Prairie Band Potawatomi Nation was expanded to allow sports betting in the tribe’s casinos. The tribe hopes to launch in-person sports betting as soon as September 2023, with mobile sports betting operations to follow. Other tribes will need to renegotiate their compacts before they are allowed to offer sports betting.

2007
May

Kansas partnered with Iowa to launch the first multi-state instant scratch lottery game. The game was known as Midwest Millions, and was so successful that the states launched a second version of the game one year later.

April

Governor Kathleen Sebelius signed the Kansas Expanded Lottery Act (SB 66) into law. This law allowed the Kansas Lottery to operate four commercial casinos throughout the state and allowed racetracks to offer electronic gaming machines. The racetracks had to pay a 40% tax on their gaming machines, compared to only 22% paid by the casinos. The heavy tax burden caused too much financial strain, and the state’s last racetrack closed in 2008.

2006

1986
November

Voters in Kansas approved the creation of a state lottery.

Future of Gambling in Kansas

future

The next step for expanded gambling in Kansas is the launch of sportsbooks at the state’s tribal casinos. The Prairie Band Potawatomi Nation has already renegotiated its gaming compact with the state, and is expected to launch sports betting at its Mayetta casino by September 2023. Most likely, the tribe will work to launch mobile sports betting in 2024.

There are three other tribes in the state that could offer sports betting in the future, but they will need to renegotiate their gaming compacts before they can do that. So far, none of the other tribes have made any steps toward those negotiations.

It is not far-fetched to believe that Kansas will approve state-regulated online casinos in the future as well. Legislators have focused on sports betting first, but Kansas is generally open to gambling expansion, and state-regulated online casinos are the next logical step. However, Kansas is in no rush, so we wouldn’t expect to see state-regulated casinos any time soon.

Gambling Responsibly

The Kansas Coalition on Problem Gambling estimates that Kansas problem gamblers lose an estimated $1 billion annually. Fortunately, the coalition has several resources available, including regional task forces that work with local and state agencies to prevent and treat problem gambling. Here are some responsible gambling resources that can help Kansas residents who struggle with problem gambling:
