Missouri currently does not have any land-based tribal casinos. In the future, the Osage Nation is building the Osage Casino in Lake Ozark. Missouri Gambling Timeline
Lawmakers seek to have the sports betting bill placed on the November 2024 ballot. It’s unknown at present if those efforts will be successful.
All six of Missouri’s pro sports teams submit a petition to put sports betting legalization on the ballot in November 2024.
Missouri senators introduce two sports betting bills, SB 824(8) and SB 852(9). A version of these bills passed in the Missouri House, but later failed in the Missouri Senate.
Missouri legalizes daily fantasy sports. The law is known as the Missouri Fantasy Consumer Protection Act of 2016, and requires sites to pay 11.5% of net revenue to the Education Fund.
The Missouri Lottery joins the Mega Millions multi-state lottery association.
Missouri removes its loss limit restrictions on riverboat gambling(10).
Missouri establishes the Charitable Games Division of the Gaming Commission. The Charitable Games Division has regulated charitable bingo in the state since.
The state holds a special election to approve Missouri riverboat gambling(11). The Missouri Riverboat Gambling Act fails by a 50.08% to 49.92% margin, but does pass in an election the following November with 54% approval.
The state establishes the Missouri Gaming Commission(12).
Missouri authorizes the first riverboat casinos. The Missouri Supreme Court subsequently overturns the 1992 riverboat casino law, which leads to two separate 1994 statewide votes.
The Missouri Lottery joines the Powerball multi-state lottery association.
The General Assembly authorizes a statewide vote on pari-mutuel wagering and creating a Horse Racing Commission on the November 1986 ballot.
After approval in 1985, the Missouri Lottery holds its first drawing. On February 13, a retired butcher wins $2.1 million(13) to become the state’s first lottery millionaire.
Voters approve charitable bingo in a statewide election. Amendment 3 is known as the Missouri Authorization of Bingo Amendment. It allows religious, fraternal, and veteran groups to raise funds through bingo gaming.
Future of Gambling in Missouri
Currently, most legislative activity involving gambling focuses on sports betting. Two Missouri state senators’ attempts to legalize sports betting failed in 2023. Another attempt is coming in 2024, and the Kansas City Chiefs organization leads a coalition of Missouri sports teams that support the latest sports betting bill.
Success is by no means certain, as opponents have stopped several previous attempts. Any floor vote on sports betting legalization in 2024 is expected to be close. St. Louis Cardinals President Bill DeWitt III is not optimistic the bill will pass in the Missouri Senate. One St. Louis newspaper speculates that a sports betting bill should be tied to a video lottery games bill(14) that is popular in the Senate.
