We use our B.E.S.T. rating system to objectively rate and review online gambling sites using the following metrics:

Gambling in Wyoming is legal at all of the state’s in-person tribal casinos, poker rooms, and bingo halls. The state allows mobile sports betting as well through official state-sanctioned sportsbooks. There is also a wide range of online casinos and sportsbooks available to WY players that provide a bigger variety of games than the state’s brick-and-mortar casinos can offer. Additionally, there is an official state lottery and dozens of off-track betting (OTB) facilities throughout Wyoming.

Despite the passage of the Indian Gaming Regulatory Act in 1988, Wyoming was initially resistant to allowing tribal gaming within its borders. It wasn’t until 2005 that the landmark case of the Northern Arapaho Tribe v. Wyoming(1) fully enabled tribes in WY to operate casinos.

While commercial casinos aren’t permitted in Wyoming, there are three poker rooms available; two in Laramie and one in Riverton. Pari-mutuel horse racing is permitted by Wyoming Statutes Title 11, Chapter 25(2), enabling OTB facilities to offer historical horse racing (HHR) machines as well.

The Wyoming State Lottery was established by HB 77 — aka the Wyoming Lottery Act(3) — in 2013, and today sells tickets at more than 400 locations across The Cowboy State.

The Wyoming Gaming Commission was created in 1967(4) and oversees all gambling activities in WY.

Online sports betting was enabled in WY in 2021 by WY Act No. 50(5). Wyoming allows mobile sports betting with HB 133(6) as of this writing, and HB 120(7) was tabled in February of 2024, which could potentially expand the state’s in-person casino options.

Land-Based Gambling Options in Wyoming

Wyoming allows brick-and-mortar gambling establishments to operate within its borders despite relatively restrictive gambling laws. The state has four tribal casinos, three poker rooms, and a variety of bingo halls. Wyomingites can also purchase lottery tickets at more than 400 retail locations.

Two semi-permanent horse racing tracks feature multiple horse races throughout the year. There’s also a permanent racetrack that offers HHR machines, as well as dozens of OTB locations that have HHR machines and simulcast parimutuel horse race wagering.

As far as land-based gambling options, The Cowboy State features four tribal casinos, three standalone poker rooms, bingo halls, and the ability to purchase WY lottery tickets at more than 400 locations. There are also dozens of off-track betting (OTB) gaming facilities that feature historical horse racing (HHR) machines that pull numbers from previously held horse races rather than generating numbers at random as traditional slots do.

Wyoming Lottery

The Wyoming Lottery is available in over 400 locations. The lottery has traditional draw-based tickets for sale, though unlike many other state lotteries, the Wyoming Lottery doesn’t permit scratch cards, instant win games, or video lottery terminals.

The first $6,000,000 of lottery-generated revenue annually is transferred to 99 of Wyoming’s cities and towns, as well as its 23 counties. Any additional revenue over the initial $6,000,000 is allocated to the Wyoming Permanent Land Fund’s Common School Account. To date, the Wyoming Lottery has given back just under $37,000,000 to the state since its inception in 2013.

Future of Gambling in Wyoming

In February 2024, Wyoming tabled House Bill 120, potentially allowing for up to five online casinos in Wyoming to operate. Wyoming isn’t the only state currently considering expanding legalized online gambling; several other states, including Illinois, Maryland, and Hawaii, are doing the same.

Wyoming legalized mobile sports betting in 2021 and brought in a record-breaking $2,300,000 in revenue in October of 2023 alone. Considering that many states have legalized online gambling (or are in the process of doing so), and that Wyoming’s recent foray into fully regulated sports betting is proving to be a profitable endeavor, it is realistic to think Wyoming could potentially expand its legal gambling landscape in the not-too-distant future.

Wyoming Responsible Gambling Resources

A study by the Wyoming Gambling Addiction Hotline reports that WY has the 15th-highest rate of gambling addiction in the US. The Cowboy State has moved to address problem gambling issues by creating the Wyoming Responsible Gambling Coalition (WRGC); a 2016 report said that roughly 1.5% of Wyomingites have experienced some form of gambling addiction.
