Kansas launched state-regulated online sportsbooks on September 1st, 2022. Residents can also enjoy fantasy sports betting (including daily fantasy sports), and online wagering on horse and dog races. Land-based gambling in Kansas includes tribal and commercial casinos, brick-and-mortar sportsbooks, and a state lottery.

Kansas Sports Betting Law

Governor Laura Kelly signed Senate Bill 84 into law in May 2022, but the Kansas sports betting bill did not take effect until July 1st of the same year. This bill regulates both in-person and online sports betting in Kansas. The Kansas Racing and Gaming Commission is the official regulator for sportsbooks, but the Kansas Lottery is responsible for handling day-to-day regulatory matters.

Thanks to SB 84, Kansas residents can enjoy in-person sports betting at one of the state’s four commercial casinos. The bill included a provision for tribal casinos to offer sports betting as well, but that provision required additional negotiations between the state and tribal leaders. The tribal-state gambling compacts were updated to include sports betting in May 2023.

Each casino is also legally allowed to operate up to three online sportsbook skins, and may also apply for a 4th skin if it is partnered with a specific professional sports team. This law allows bettors to bet on college and professional sports, motor sports, and additional special events that are authorized by the state.

The sports betting law in Kansas does not include any language that refers to offshore sports betting sites. So, Kansas residents are free to use offshore sportsbooks if the state-regulated sites don’t have the wagers and bonuses you are looking for.

Laws Governing Casinos in Kansas

More than ten years after Kansas opened its tribal casinos, the state approved an additional gambling expansion in 2007. Senate Bill 66 amended the Kansas Lottery Act to allow the lottery program to oversee up to four commercial casinos. The bill was introduced during the 2006 legislative session, but it didn’t get signed into law until April 12, 2007. SB 66 also authorized electronic gaming machines at three Kansas racetracks, but it wasn’t enough to save the state’s live racing tracks. The last track closed due to financial strain in 2008.

Land-Based Gambling Options in Kansas

Kansas has a fair amount of brick-and-mortar gambling options, but most of them are located in cities on the eastern side of the state. Residents who live west of Topeka have significantly fewer options for casinos or sportsbooks. However, bingo halls and the lottery are available in dozens of locations throughout the state.

Kansas has ten casinos; four that are operated by the lottery, and six tribal casinos. Those casinos are the only facilities in the state that are also allowed to offer sports betting. Fun fact: due to some very strategic planning, half of the casinos in Kansas have an address of 777 on their respective streets.

Most of the casinos in Kansas are on the outskirts of major cities. For example, there are no casinos in Wichita, but Kansas Star Casino and Cross Winds Casino are both less than an hour outside the city. There are two casinos within the city limits of Kansas City, as well three more locations that are less than an hour and a half away.

Governor Kathleen Sebelius signed the Kansas Expanded Lottery Act (SB 66) into law. This law allowed the Kansas Lottery to operate four commercial casinos throughout the state and allowed racetracks to offer electronic gaming machines. The racetracks had to pay a 40% tax on their gaming machines, compared to only 22% paid by the casinos. The heavy tax burden caused too much financial strain, and the state’s last racetrack closed in 2008.
