Horse tracks turned casinos, or racinos, are subject to licensing from the Oklahoma Horse Racing Commission. These tracks must first acquire a Racetrack Gaming Operator License, over and above the standard Organization License. This entitles the Licensee to lease, possess, and operate authorized gaming machines on the premises, as set out by the State-Tribal Act.

Poker

State-tribal compacts make up the legal framework for live poker in Oklahoma. These agreements permit individual tribal nations with a Class III gaming license to offer poker within their respective casinos. Poker, just like other types of wagering offered at these casinos, is subject to revenue sharing with the state, and is overseen by the Oklahoma Indian Gaming Association.

Horse Racing

Pari-mutuel betting was legalized under The Oklahoma Horse Racing Act in 1983, with the condition that tracks acquire a valid license from the Oklahoma Horse Racing Commission.


The OK Horse Racing Act allows most types of horse racing including Thoroughbred, Arabian, Appaloosa, Paint, Pinto, and Quarter horse racing. The commission is responsible for issuing Organization Licenses to tracks intending to exclusively offer pari-mutuel horse race betting.


They are also responsible for scheduling race days. A maximum of six race days can be held within the state within any given seven-day period.

Lottery

Established in 2004, the Oklahoma Lottery would record its very first ticket sales in October 2005. The Oklahoma Lottery Commission allocates all profits to the state, to be distributed at the discretion of the Legislature and Governor for the benefit of the state’s education beneficiaries.


In 2023 alone, the Oklahoma Lottery paid out over $208M in prizes, and $24M to retailers in commission. Since its establishment, the Oklahoma Education Lottery Trust Fund has received over $1.2 billion.

Charitable Gambling

The Gaming Compliance Unit oversees all permitted charitable gambling as set out under the Oklahoma Charity Games Act. Poker Rooms

Horse Racing

Cheyenne & Arapaho Tribes are authorized to launch international online gambling following a settlement with Republican Gov. Mary Fallin. Residents of OK are exempt from participation. The agreement stated that 10% of card game revenue and 6% of other game revenue must be paid to the state.
